SPARKLE is an innovative capacity-building program designed to empower over 600 Local and Regional Authorities (LRAs) to effectively lead their clean energy transition. The program includes a free, open-access online learning platform with content available in six languages, featuring a common track for foundational knowledge on climate and energy planning and five specialized tracks focused on governance, fossil-free districts, community energy, sustainable food, and resource-efficient economies. Additionally, SPARKLE offers in-person thematic schools for 150 policymakers, a transition pathway modeling tool for planning and decision-making, and mentoring and peer-to-peer support to apply knowledge in drafting and updating climate and energy plans. The BETA Technological Center (UVIC-UCC), a technical partner in SPARKLE, will lead the sustainable food pillar.
